Try it with the inspector and activate "Overlay Indicator" the settings is below "other" it will show you if DLSS is working and which preset and so on. It really should work
youre right im on game pass and came here to check if its a bug or a feature. Was a feature but you can unfeature it :P
The upscalers are still in the game but only the settings ui is broken.
You can enable upscaling and frame gen via the ingame console.
Using the console will disable achievements so you will need a mod to prevent this, you can get it on nexus.
Console key is either ~ or # depending on your settings.
Enable DLSS: Altar.UpscalingMethod 1
Enable FG: Altar.DLSS.FG.Enabled 1
New oblivion uppdate ♥♥♥♥♥♥♥ up the DLSS on gamepass adn you cant even see the settings anymore but to enable it manually you can press the ~ key tto open console commands and type Altar.DLSS.Enabled 1 then type Altar.DLSS.Quality = 5 then type Altar.DLSS.FG.Enabled = 1 and then you can manually enable it until they fix it hope this helps. I just wanted to send this so you don't have to buy it since steam doesnt have this issue and so you don't have to spend an hour finding this fix like I did.

The hotfix we pushed live today was for a few backend tweaks and nothing directly impacting game play, but we've seen it’s affected some Microsoft Store players' UI settings for graphical settings. Specifically, related to upscaling and anti-aliasing.
Any graphic settings adjusted prior to the Microsoft Store hotfix, are still enabled and function normally. You'll just be temporarily unable to adjust those settings due to the issue with the settings UI. The team is taking a look and working out a resolution, we will share more info as soon as we can."
