Couple of things - you could use some DLSS sharpening and switch the DLSS version in Nvidia app to the latest

Blurriness comes from TAA/DLAA, you can't really get rid of it, and it's hardly ever due to DLSS. I can't speak for 1080p, but at 1440p or above, you need a magnifying glass to notice a difference between native and DLSS Quality.
Games are all "not real", its always guessing what is generated whether its your GPU doing the math directly or an algorithm (also math btw). All that matters is if it works. and sorry to bring you the news. DLSS has been so popular because it works. and this isn't new news. This person having a weird issue (that may have nothing to do with DLSS) isnt the norm. weird issues happen with everything.
