Guy refuses to move. There are no mobs anywhere. I have cleared the castle as well.

Glad i'm not the only one.. How do we even bug report..
same story for me, stuck for now...
It will never be fixed, don't waste your time reporting it. Bethesda only does a few token patches fixing 1% of the bugs, then moves on.
So now I've tried:
- Cleared ALL Kvatch areas. Twice.
- Slept in the chapel
- Killed Savlian
- Reloaded different saves that aren't too old
- Restarted game

I don't know what to do other than standing all over and HOPING it doesn't happen again. Great start to the game...

Try alt+shift then press tilde
aight I got it working, I just started spamming keys so I have no idea what opened the console, BUT I'M PAST THIS POINT NOW. Thanks guys :)
