how to get a refund?
if no matter what i do after certain hours the game gets memory leaks and can't exit back into the open world how do i tell the support that the game doesnt provide its value for its price so i want my money back?

You had two hours within two weeks of purchase. If you're the type to return games you don't like and/or don't have the patience to ride out performance issues with a new game, you should do your due diligence and test every game for your requirements for the first two hours instead of just jumping in and playing. The onus is on you to remain within the confines of the return policy agreement.

the issues dont occur in the first 2 hours, since the game changes overtime as you play. I had zero crash till i reached certain levels, now the game just crashes without any reason. I check my pc usage and no it doesnt run out of memory but the game says so and crashes because the engine is ♥♥♥♥.
It's not running badly, it just crashes all the time, and its a very bad way to lock you in your purchase while you cannot progress any further in the game.

Upgrade your system.
The game provides more than the value asked. If you want to play UE5 on an old pc with not enough ram, the issue is your common sense, not the game.

It's likely not talking about system memory but video memory. How much Vram does your GPU have and what are your texture settings at?

Contact Steam they may allow you to still claim a refund if it isn't a pattern. I think Steam would care more about your satisfaction than 50 dollars.
Being an uninformed, impulsive consumer who is not aware of Steam's refund policies is not grounds for special treatment. Do your homework before dropping money on products. No one is responsible for your poor financial decisions but yourself.
I suppose you can argue to Steam that the game is a scam or something but good luck getting very far with that...

If you actually want the game and want it to work one option would be to go to the official discord for the remaster and see if you can get support there, might be able to get your files inspected and/or let them know your specs so they can work on a fix but who knows when/if that would happen.

How good of a system do you think I would need for this game to actually work?
I'm asking since you seem to know about these things.

It works fine with a 3090 (not Ti) and 12th gen i9 32GB RAM at max settings on 1080.

But I also keep that machine immaculate because it's also a development workstation. I don't use it like some disposable toilet scraper. I take care of my tools so that they'll work well and don't break.
You've played for over 16 hours. You've had the game for over 2 weeks. You're not getting a refund.
How many of us remember when PC game sales were final sales, no refunds ever? If the retailer was at all progressive, most were not, you might get a store credit.
