Once you deliver Martin to Cloud ruler temple, they start appearing. If memory serves, more then appear once you get a few more quests into the main story.

Same as OG, no gate pop ups until after Kvatch.
I believe they're supposed to start spawning as you get further in the main quest. I closed the gate in Kvatch on a whim and I haven't seen any gates, except a few that were bugged. They disappeared when I reloaded the game. You probably need to meet up with Sean Bean first.

Well, in this remaster it is not like that, now do not even go near the prorata in Chorrol or Kvatch since I have appeared an Oblivion door near Anvil without having delivered the amulet or done anything main, I have not entered since I will only do it when the main story begins in Kvatch.
A gate opened for me at the very beginning as I left the prison and headed to Chorrol. I reloaded a save and the gate was not there this time.

People seem to be having varied reports. I was level 32 before going to Kvatch. If thats any indication of how much exploring I did. And there was not a single portal until after I did Kvatch.

I remember them opening as soon as you do Kvatch but it seems like the condition for them opening is and always was taking Martin back to Weynon. (which is when the enemy gets their hands on the Amulet of Kings which may have some lore implications on why they start showing up all over)

Gates appearing before that (in places other than Kvatch, obviously) are likely bugs that will disappear on a reload.

I found a gate before I delivered the amulet a couple of days ago. Friggin Feather Sigil Stone. It was NW of Cheydinal in the forest. I had a compass marker for one appear NW of azura's shrine, but the gate wasn't actually there, just the marker. I'm level 16, but I could probably sleep 10 or 12 times. It's all been dungeon fetching and roaming.

It's surely buggy behavior, i have no doubt. I've got many many playthroughs, I can't remember ever seeing a gate before the amulet gets to Weynan Priory.

They were there before Kvatch, disappeared after doing Kvatch, and then came back after delivering said dunbass to his mountain stronghold after losing that one amulet you get at the start of the game... so if you want to do gates, don't do Kvatch unless you are ready to also do the next couple of quests to return Martin to Cloud ruler temple. There seems to be a gap there where they disappear.

I've been having gates popping up all over ever since I stepped out of the prison sewer and they're still there even after multiple reloads. Not that I'm complaining - I have a treasure trove of Oblivion alchemy ingredients to use now.

Some gates are bugged and open from the word go, this is unique to this version.
Most of the gates open upon completion of Find the Heir, main quest.
A second wave of gates open upon completion of Dragon Shrine, main quest, including the special Cheydinhal and Fort Sutch gates.
A couple of gates open near Bruma when you start Defense of Bruma, main quest, including the great gate (or soon thereafter).
They all close when you finish the main quest, except possibly some of the bugged gates.

Never ran into Oblivion Gates being opened prematurely, but did see a couple of map markers that were prematurely present.
