Oh and if you are on a laptop you should make sure you are not using intern graphics.
Are you able to run any graphical games at all?
(GeForce Experience by the way is a utility for accessing various NVidia extra features like ShadowPlay; it's not a driver, although you might get it as an optional extra when installing the driver.)
It sounds like it's an Optimus system and DD is using your Intel integrated graphics for some reason, rather than the Nvidia device. I guess the integrated graphics is probably an HD 3000? If so, that would fit, as the 3000 apparently only supports OpenGL 3.1.
Unfortunately I've never used one so I don't know how you configure it; your best bet might be to Google for how to force Optimus to use the dedicated graphics.
