i have 8 gb of ram and yet the game crashes
the game crashes despite me meeting the minimum requirements for the game, every time i click play on the launcher it instantly crashes and the crash report states that it's related to me not having enough ram, no matter what i close things and it doesnt load correctly. despite this, the launcher is using enough ram to boot up 10 different games on my computer.

this game is RAM hungry, 8GB might be enough to run the base game and 1-2 DLC without Assets.

setup a page file with at least 32GB or in both fields 32000

Are you running other things in the background at the same time? The 8 GB of RAM minimum could be only good if you dont have much else running. Just a guess.

Im surprised your PC only has 8 GB of system RAM. Most nowadays have at least 16 or 32. Your PC meets all of the other minimums?

possibly, but im not really a computers guy so i cant tell if its good or not

By the time windows and other utilities load in your system is probably left with only 4 to 5GB usable RAM if you are wanting to run a game always take into account the free system RAM once windows loads and not the amount of RAM your PC has

8 GB should not be the issue. I play this game on one of my computers with only 8 GB and almost every DLC, radio station, few content packs and several hundred of mods/workshop assets. It becomes little problematic after 120k of citizens. And I cant record the game... once I tried... but got a slideshow as a result ;-P. However game works very well and fluently. RAM is important but it is not a single thing in your hardware that makes a difference.

Minimum requirements should always be taken with a grain of salt; with updates and mods they are often too underpowered to run the game properly at all.

Circumstances may vary but OP did state that the error messages that pop up after crashing are memory related, and the game is indeed very memory hungry - with most expansion packs and 6k assets, it runs at 50 GB memory for me.

Rough memory requirements as follows:

4GB RAM: Base game
8GB RAM: Base game + 100 assets, 1-2 DLC's
16GB RAM: Base game + 500 assets, 5-10 DLC's
32GB RAM: Base game + 2000 assets, 15 DLC's
64GB RAM: Base game + 4000 assets, All DLC's

8GB is nothing for this game, as this game don't function like your other 99.999% of other typical games. All assets are loaded into memory, at once.

it isn't "an issue" for some of you because you just lucky Windows didn't act stupid & actually grant you the pagefile the game needed automatically. (and you didn't experience the much better performance & loading time by having adequate RAM, can't see the problem when you don't have perspective on both sides)

But in most cases, Windows IS acting stupid, not granting the space required, and that's why you crash caused by running of of memory. And we recommend to either upgrade your RAM or manage pagefile manually to adequate amount.

that's because it's a unity game, which somehow doesn't allow you to turn off loading all objects

I only have 8 Gb RAM and 1 GB VRAM on my laptop, I make the best of it as a more powerful system is not a priority. I've tweaked my system so that not much else is running in the background when I play CS. I set the pagefile at 24 GB. I only use one mod to avoid overtaxing my system. Despite other players reporting that the game sucks without mods, I've already racked up over 1500 hours and continue to play as I enjoy it immensely.
This is the mod I use; it will greatly help with loading and also generates error reports.

You'll also need to subscribe to this for the above mod to work as intended:
