It's allowing highways to be built outside the city limits, but not other types of road.
I also have RICO Revisted, Harmony, and the new temp LSM installed and about a dozen level-5, 4x4, High Density Residential buildings.
It's anyone's guess what is in conflict, or if someone forgot to enable the mods before launching the game first? I almost did. lol

It literally says in the description "mod intentionally doesn't support zoning outside of city borders so you can only build roads that don't have zoning outside of the city borders."
I have never had issues with highways, rails, powerlines, general infrastructure etc. On rare occasion I will use MoveIt to extend a zoneable road around a corner outside the limit.
In the mod description, it says:
One can use Move It mod to drag a non-highway road across the city limit. When doing so, the road beyond the city limit will get stripped of its zoning.
It's unclear from the mod description whether that means one can only build highways, or whether one can build normal roads that will then have their zoning removed.
So which is it?
If I would only be able to build highways, then that wouldn't be of use to me. I'm playing the game the non-cheaty way, by only unlocking tiles when I hit the milestones. I'd been hoping that I would be able to build planning roads beyond the city limits, which would be of assistance in filling out my unlocked squares right to their edges.
