While this is not a bad number for FPS, this game is not about FPS and it has running a lot of AI agents.

There are some things to do:
1) FPS booster mod
2) check with mods are dragging your fps down
3) lower graphic settings
4) buying more RAM
5) setting up a page file might help too (set it to 32GB)

On large cities this FPS is more or less expected, depending on how large it is and hardware used, given the agent-based system, which can stress any CPU given enough population and paths.

That being said, the 3050 might also be a bottleneck, given only 4 GB vRAM, if you are playing in 4k resolution and are using graphic enhancing mods.

At the end of the day, this game is not a 100+ FPS game. The game will run at about 60 FPS even with the best current hardware available.

Switch off any FPS counter and then enjoy this game as it is.. it won't get better anymore.

You can slow the simulation speed down further than the lowest Vanilla setting.

This gives your CPU more time to process all the necessary calculations. Even though the game is slower, it has better FPS. (runs smoother)

Traffic also looks more realistic with the simulation speed lowered.

I use the 'Play It!' mod and ahve the simuation run at 65%.

The FPS Booster mod has a dependency mod you need to subscribe. Check the mod page.

no no no. i already tried it. but the game speed is error. i can't increase it or reduce it. it's so annoying. even if i unsubs the mods. the impact still persist. so i have to reinstall the game

Game is just not optimizet ♥♥♥♥...
GPU usage 11%,
CPU usage 9%,
installed on SSD,
game directories are excluded from antivirus software,
steam UI and other UI (Discord) disabled,
FPS on a small city (2.165 Peoples) 26-32 FPS,
found many bugs in the source code/programming,
it seems the developers know about this since release, but won't fix it.
There are a lot of good user posts in this thread,
which really make me consider playing CS:1 someday again.

Its a similar situation as with Payday3, Kerbal Space 2, Company of Heroes 3 and Cities Skylines 2,
where a lot of people tend to stay or go back, to the previous game version.

People come back ...or go to other great-rated games, like Anno1800 or the Transport Fever series. Happy gaming everyone :steamhappy:

Cities Skylines uses only 4 CPU cores for the simulation part.
Therefore, the overall CPU utilization may seem very low on a CPU with many cores, but if you look at the details in the Performance Monitor, you will see that the utilization of the four cores is almost 100%.

Since this state is the upper limit of FPS due to the CPU bottleneck, even if the GPU utilization is low, only about 30 FPS will be achieved.

Actually CS1 utilizes up to 8 cores running 100% each (800% CPU Usage).

Try loading this city and see just how much it is using:

Stress Test City: Rockfield-655k, No workshop nor DLC needed:
https://steamcommunity.com/sharedfiles/filedetails/?id=723204559

And this is without workshop, but has 25-tiles unlocked, and the unlocker unsubscribed.
