Cities Skylines needs about 4GB of RAM. But that is just for the base game. When DLC's and assets from the Workshop are added, the amount of RAM needed goes up. A lot!
Here's an indication of the amount of RAM used by the game when DLC's and assets are added:
8GB RAM: 100 assets, 1-2 DLCs
16GB RAM: 500 assets, 5-10 DLCs
32GB RAM: 2000 assets, 15 DLCs
64GB RAM: 4000 assets, All DLCs

If you do not have enough RAM memory, you can set up a so called 'Page File'. This is an allocated amount of memory on your (much slower compared than RAM) harddrive. Best thing to do is to upgrade your RAM memory. If your computer can't handle more RAM, then unsubscribe from any asset you're not sure of useing. Only subscribe to assets you're really going to use.

Then before loading your save, go into Options and find the Loading Screen Mod. Find the Safe Mode options and enable them. Then try loading your save.
If that does the trick, save as a new file and remove the above mods again.

2. I start new cities with a blank slate, so to speak. Basic MODS, basic assets. As the city progresses, I add stuff as needed. After all, why subscribe to 10 GB worth of a certain railroad track when you won't need it until much later? Unless you've got RAM to burn.
3. I know know this: save your city in progressive stages--Rock City 01, Rock City 02, etc.
I wasn't talking about the entire screen, I was talking about the memory numbers in the middle of the screen while loading. Looking at the picture you posted, they're definitely red.
Having a pagefile is good. But having the game depend heavily on it, isn't. The numbers show you need about 64GB's of RAM. While you got 16GB's.
I still think reducing the amount of assets you're subscribed to is the best solution.
While you play the game, information is continuously exchanged between CPU and memory. When a big amount of that info is located on your much slower harddrive/pagefile, the game becomes less stable. This doesn't mean the game crashes immediately (it can even go right for a long while), but when something extra happens (like an autosave, or your antivirus starts scanning), it can become too much, and the game crashes. (usually straight back to the desktop)
My understanding is limited and based on the vid below, and I'm not 100% certain this is what's causing your game to not load. But I had 16GB's of RAM untill recently, and after upgrading it, my game has become a lot more stable!!
