Report a translation problem
As for the rail and road traffic, anything still en route will try and get as close as they can before despawning; and if the roads/tracks still lead there, they'll still go to their despawn point, even if it's now empty land.

I had the Cargo Hub for about a year.
I see you're useing a lot of mods. Some of which are broken. (Note: Having a mod deactivated isn't enough, you really need to unsubscribe/remove them. i.e. make sure they're not in your Content Manager anymore)
Couple of mods that you need to get rid of:
Demand Master
Enhanced District Services (check if your city's importing goods. If not, that's because of this mod...)

Otherwise if you have Network Multiool, try using it's 'unlock' function on the road.
