Here are two pictures that show an example of what I'm referring too. Neither are parks for the park district. In fact, one is a 45 degree park with roads. I don't have much to go off of yet since I removed everything to start over.

The easiest way for me to have a look through your mods would be for you to post your output_log.txt (called player.log on Mac and Linux).
Here's where to find the log depending on your operating system. To easily find the local files for the game, right click your game in the Steam library, select Properties, go to the Local Files tab and select Browse local files.
As we can't attach files here on Steam, you will need to upload the file somewhere else. Here's a few sites you can upload it to, which do not require you to sign up first:

https://paste.ee/ - fast, no sign-up required (some log files will be too large for it though)
https://zerobin.net/ - bit clunky, but can handle huge files, no sign-up required

Thanks for helping me with this. If there's a mod that's causing this issue, I'll finally be able to find out and I'll inform the creator. Worst case scenario: I'll have to learn to live without whatever said Mod is.

Network Skin (you already have Network Skin 2)
Transport Line Rendering Fix (not needed anymore)
I think I had Network Skin 1 subbed because it was required for a certain asset I wanted to use... would that asset still work?
I honestly don't know how Transport Line got re-subbed if it's obsolete...
And I'd completely forgotten to check the spreadsheet for broken/incompatible mods.
Occasionally I have issues but as you say it might collide with another mod I haven't found out.
Other mods to remove:
- Map Editor Tunnels Enabler - if you aren't working on a map in the editor, there's no point in being subscribed to this one.
- Terraform tool - very old, use Extra Landscaping Tools instead
- Skyscape 1 - old, might still work, but Theme Mixer 2 can do all this and they might even conflict
- Transport Line Rendering Fix (as already mentioned)
- More Beautification - has some minor issues, I recommend removing it and using Find It instead
- Terrain Generator - old and not sure how well it might work. But if you aren't making a map, no point in having it.
- Better Cemetery AI - might be incompatible with other AI mods. I'd remove it while we figure this out at least
- Demand Master - dynamic demand is broken. I recommend switching to another demand mod like Super Demand
- Remove Decoration Sprites - you won't need this since Theme Mixer 2 can also remove them
- Enhanced District Services - broken in it's current state. Best to remove, or at least install an older version of it locally.
- TerrainRiverTool - same as Terrain Generator. Not sure about it and remove when you're not actively using it
I also wouldn't recommend using the version of Real Time that you have. I'd use the original by dymanoid instead.

Try sorting the above and see if that does the trick. My guess might be Enhanced District Services is messing with Parkify and causing this. But I might be completely wrong.
I've unsubscribed from some, but some I'm keeping.
Since I make maps, I'm keeping Map Editor and Terrain Generator.
For the time being, I'm going to hang onto the Better Cemetery AI Mod (for the time being)...
Demand Master has never really had any problems for me, but I'll stay alert if it starts to happen.
Enhanced District Services has been updated a few months ago and hasn't had any problems.
I've gone ahead and unsubscribed from Parkify and Campus Parkify. I'm going to see now if all these changes has made a difference. None of this had happened until the Parks DLC came out, then suddenly it happened. That's why I kept wondering if it was simply a result of the Parks DLC. I update my Mods every time a new DLC comes out, and if Parkify comes out around the same time, then chances are that I got Parkify before I even played the Parks DLC without.
I really think Parkify was to blame. I just started a new game (no saved games left to try anyway), and my problem was gone!!!!!!!!
