I dunno if there is a mod for this, maybe check the workshop, I think there is a mod named prop anarchy that could do that.

ok, after viewing again it is only the school that is tight to another asset and has a fence between.
What I commonly do is determine how many joints I want in my fence and then place a messy zig-zag fence somewhere in a empty space or field nearby. I then use Move It! to bring that fence into exactly the position I want. With Anarchy ON and using Move It! nothing ever disappears.
yep I'm sometimes doing this too, even with paths.
I've recently seen a youtuber deactivate "collision" in his anarchy mod to be able to place directly without deleting nearby stuff... still have to try this myself.
It might be worth getting a mod like Disable Zone Check or Plop the Growables (don't get both though! They don't work together), as collision gets updated when you do anything in the nearby area. So if you turn collision back on and update the road in front of the buildings for example, that can mess with things as well. The two mods above help with that, as they make buildings ignore missing zoning tiles below them - each in their own way. I recommend checking out both mod descriptions before deciding on which one works best for you.
