You might also need to move them a little to not have them break through to the surface.

Though given the massive cost of tunnels it's going to be expensive to rebuild them all in a big city.
Fine Road Anarchy 2.x by Klyte45 is fixed.
Can you post your output log (player.log on Mac and Linux)? That would give us all your installed mods, which might help us figure out what's causing it. This guide explains where to find it and suggests some places to upload it to, since we can't attach files here on Steam.

Try removing this one. It does something similar to Fine Road Tool and so is likely also broken.

I also noticed you have both Plop the Growables and Disable Zone Check. Those two mods are incompatible and breack each other. You should pick one to use and remove the other.
