This mod allows you to restrict parking, among many other useful things (custom traffic lights, vehicle restrictions, lane arrows etc). It's worth getting.
Also, there's plenty of carpark assets on the workshop, just search "parking lot" or "carpark" etc.

...but you have to place your parking spaces (incl. in the pack).
You'll need "fine road anarchy" for those, but that's another great mod to consider.

It will *work* but it's easier to fill parking lots with the mod, as you can ban parking on streets close by and those cars will move to your placed lot. The mod also contains a more realistic parking AI compared to vanilla, as without the mod they don't like using custom parking.
The mod is totally worth it, it won't stop your game from loading or anything. It involves a lot more useful things than just parking, too.
