Report a translation problem
You can try the traffic mod, or finds ways to eliminate traffic. Mod should be last resort though.
Check your exports first. They should be at or near zero. otherwise they create unneeded traffic with no benefit at all.
Another reason is that traffic sometimes gets confused. Maybe their destination disappeared.
There are many things wrong with that picture.
First, never use streets to connect to major highways. They cause issues of their own from multilane intersecting.
second, never connect highway segments to switch directions (like police turnarounds). Highway's AI don't like left turns.
third, your intersections are too close together. You have the street merging onto the highway and needs to merge 3 lanes to exit to the other side. You can see them all backing up from switching lanes abruptly.
Try placing a proper highway interchange like a four-leaf clover and it'll probably cure the jam. Is there another pic in another part of the map that suddenly stops? or is this the only spot?
Here's another instance of it happening, where the hearse stopped mid-highway for no reason. This is on one of the sections of highway that is already in the world when you start a new game, so I don't think this could be related to the way I made it or anything. This issue has also happened on regular streets, not just highways.
This one looks more to be what " ristosal " stated, a mod issue.

A mod conflict.
Definitely a mod issue. It really looked that way in the original picture, but it's hard to tell from a screenshot of moving traffic behavior.
The last time I seen this happen it was from conflicting mods though. At least that's what the OP stated at the time. I don't recall which one, but pretty sure it was a traffic mod.
But I haven't heard of this issue in a while, so check you are using current versions of traffic mods or ones that haven't been abandoned.
I had similar problem, it lasted for some time and usually kept starting throughout the game.
It's a bugger but only solution i've found was to:
- restart the game... I think you can safely save it (just in case as a different copy) once you notice it and start that game again - which is a long process for those like me, who have plenty of mods and assets and loading time is over 15 minutes
- if it's a local road - bulldoze it so the traffic can choose a different route and so u can play longer and once you decide to finish the game for the day, rebuild that road either before exiting the city or once you run it next time - usually restarting helps; removing that affected road is just for the time being
if it's a motorway, especially an entry from the outside connection - use:

to move a node slightly closer to the edge (or create a new one and move that one closer to the edge) or just before the place where the cars stop

to direct the traffic from that affected lane by connecting it to a different lane in that new node
