Like snowflitzer suggested, you can use the Loading Screen Mod to try and recover from a simulation error. To do that, subscribe to the mod, enable it and restart the game. Then go into Options, find the Loading Screen Mod on the list on the left, then find the part that says Safe Mode and enable all the options for it. Try loading your city and see if that does the trick.
There's 2 more mods that can help with the error depending on what exactly the issue is. You can use all at once if you'd like. Just make sure they are enabled and that you restart the game after enabling them.
