Unlocking Framerate
Before anyone says that it can't be unlocked due to the engine, I want it to be known that I own the original PC version (the 2007 Ubisoft release), and that has an unlocked framerate, so I was wondering, if anyone knows how to do that for this version...

I believe the Ubi port was locked to 30 FPS. RE4 UHD acts weird if it's below the target frame rate (the game works in slow motion if your target is 60 FPS and your fps drops). So judging by that, it should speed up if it goes beyond 60 FPS.

Yes, it speeds up and the game and it also starts to gradually break down. Doors become unopenable, grenades just plop on the ground unprimed, enemy projectiles freeze in the air, enemy AI stops functioning, all the good stuff. On the plus side, Leon starts to run with the speed of sound. (Assuming the sound didn't stop working too, of course, because that can also happen on high framerate.)

The 60 fps is an already modified engine. This is why you can only switch framerates in the main menu, you are literally switching the entire engine out when you do that. This is also why the enemies/objects/the game itself behaves differently on 30 fps and 60 fps, as they are not fully the same game.
So, unless you can recode the entire thing and redo every single animation and script, and also get a hardware that can run the game on the higher framerate without any drops, then I guess nobody would stop you. :)
That wasn't what I was asking... I wasn't asking if I could raise the FPS, I was asking if it's possible to let the engine drop frames...

Nope. Console engine, for old consoles, it was not implemented. (Granted, modern games can suffer from it, Mortal Kombat 9 on PC had the same issue, it could not drop/skip frames.)

Wait, so setting it to "0" will basically play at 30 FPS but with the ability to drop frames, but exactly what physics "break?" Is it the simple pitch forks getting stuck in the air, grenades and stuff moving really fast, and the Del Lago fight being entirely unbeatable (like the original RE4 with Wilsonso's Melee Trainer utilizing the 60 FPS hack)?

Yeah I've definitely noticed the 60 FPS thing... However, it doesn't really drop as many frames as I thought (only like 1 every few seconds). It definitely helps though, thanks.

your pc isn't good enough and you can't unlock framerate, 60fps is fine, get a better pc.

Well I'm sorry that I don't have the extra cash to get something that can run GTA V with Ultra settings and an ENB graphics mod...

It's a laptop with an AMD brand APU... Just saying AMD already says there's a problem, but the fact that it's an APU makes the problem 100 times worse.
