Why can't Leon suplex villagers?
Is there really any good reason he can't do the suplex on villagers? Like did they originally go with the high kick, then change their mind and make the suplex, and forget to make him do it to villagers? Or something else?

You encounter more villagers after the castle and you still do the high kick on them, that's obviously not the case.

my theory is that Leon has a history against religious fanatics dressed with robes.

Maybe he is trying to talk some sense out of their head by smashing it on the ground.

He has a flashback where he trained with his Kung Fu teacher at a castle similar to Salazar's. Then he remembers how to do the suplex.

So apparently he forgets it again when he sees more villagers. You can do it to the cultists in the church too if you go back in there after getting Ashley.

Yeah, that's a good theory. Seems like the Suplex would have been probably too much for a game that, at least in the beginning section, tries to resemble a horror game.

In-game terms, he starts suplexing enemies who have head protection, so instead of breaking his ankle on a bone helmet, he lets it crush on their heads.
