RE4 does not want to load, help please! SOLVED
So I've been scouring Steam and the internet for a fix to this ♥♥♥♥♥♥♥ for the best part of 5 hours now. Basically it's not booting at all. Steam starts loading it up and then nothing. Don't even get a window popping up. Tried everything mentioned everywhere. Updating directx and radeon drivers, uninstalling and reinstalling multiple times, changing compatibility and even tried installing on my main hard drive. Downloaded the 4gb patch, tried the gedosato fix, tried locking framerates and turning off vsync through Radeon settings, turning on beta patches and then repatching to currrent, turning off steam overlay. Pretty much out of ideas and I couldn't find anything else on the net. I've noticed that the game doesn't even create a folder that has the ini file. I've looked through every folder in the steam re4 directory and also in my documents and and local folders and it doesn't exist. So does that mean the game is crashing before it even gets to run? I also noticed that in the game list on the steam library next to re4's title when i double click on it, it says "running" next to it, for about 5 seconds and then for a split second changes to "syncing" and then nothing. Pretty damn annoying because I've been doing an RE marathon, just finished CVX last night and tried to play this this afternoon. I really don't wanna have to resort to an emulator. Hopefully this information is helpful and gives someone an idea for a fix?

Specs:
Win 10
HD 7950
i5 661 stock
8gb ram
55" 4k tv 1920x1080@60Hz

The executable is instantly killed by something.
Can it create a folder in Documents? Maybe the Capcom folder it tries to access lost its NTFS permissions (for some reason subfolder of Documents tend to do that).
Maybe you are running some other program that prevents it form launching? Not just security software can do that to games, older ones can be sensitive to stuff like Overwolf or MSI Afterburner running.

It seems like that is the case talgaby. Nah, it's not creating a folder in "my games" or the "capcom" folder. I just had a look in my task manager, afterburner is not running, Overwolf is not listed either (i don't know what that is, truthfully). The only security software I have is microsoft defender (tried launching it with public and private firewalls disbled, no luck) and malwarebytes (also tried launching with it disabled and with it running and excluding the re4 .exe, no luck again). I'm not sure what other programs or steps to take to try and resolve ntfs permissions, i'll have a look on google.

Just tried updating permissions for all subfolders and files under "users" and still nothing. No change at all.

I have literally gone through every comment of every page of that thread and found nothing of use unfortunately. Thanks though!

If it is really a permissions problem, then make sure to run Steam as an admin.
Also, you can manually check the permissions, just follow this simple video for an overview:

For safety, try to add full access for the entire Documents (and maybe AppData) folder to the user called "Everyone" (regardless of your OS language, it is called that).

♥♥♥♥♥♥♥♥♥, after reading your reply, I thought I would double check steam was running as admin, because I remember doing it ages ago so it wasn't something I bothered checking. So I go and check, steam isn't running as admin. I check the box, run the game and lo and behold it ♥♥♥♥♥♥♥ works. Thanks talgaby! If it wasn't for your comment I wouldn't have even bothered checking.

Try this: Go to the Task Manager and, under the "Services" tab, stop the "TabletInputService".
