Might be different for purely 1v1 or for people who play at grand champion level, but skill is such a broad thing in this game when you play with other people, that it really doesn't change much.
Take 10 people from the same rank and they'll differ vastly in skill and abilities, so I really wouldn't worry about it.

Do you want to be good? Then train, progress and achievments doesnt show up unless you train, i mean, real training, even if you dont feel like it. If you want to be good, you dont have to wait to train when you feel ready to do it, but when you dont want to train, thats when you have to do it.
If you feel empty, depression, lazy, start sleeping good, mind on what you are eating daily, go jogging or do a short walk around the block.
I also like to take walks. Listening to music and taking a walk is relaxing (and gets me off of the computer for a good hour or two) and when I get back home I feel refreshed and ready to play more games. This seems to work the best for me.
Just do something else for a while and you'll have some fun with that (hopefully) and then come back when you want to, not because you think you'll get bad, but because you want to play. For some pleople all it takes it a walk, or a day off. For some others it takes longer, a week or a month but if you come back when you want to, you'll have a better outlook when reapproaching the game and probably notice that you're having fun.
Unless you're one of those competetive junkies, then don't take a break and do every single practice in existence 20 times each and then play a couple thousand matches, and hey, you'll probably get better eventually. Probably.
I am currently on my third day off, I will attempt to play again after 1 week of not playing. I already feel like I want to play the game again, which is a good sign possibly, that motivation might help.

I think maybe the best thing for me to do will also be to play less. Like, 5 hours every week or something. Right now, you can divide my entire PC playtime in two periods. There's one period when I just bought it, where I played it for 28 hours or something in 1 week, and the second period is the one I was in when this 'depression' thing hit me, which is the other 56 hours which I played in about 2.5 weeks. It's just too much. I am going to more evenly distribute the playtime from now on.
when i had a lung infection or just lung problems causing me to puke when laughing ( did had that for 6 months )
i played 200 hours in 2 weeks and got my self a heatwave by trading alot :P
