The problem is the very bad matchmaking of the game. It's in fact the worst matchmaking I ever encountered in a video game.
The only thing which keeps this game alive is its special design and that it's free to play now. But the free to play thingy made everything worse and worse.
Another problem is that you don't have many choices if you want to play a game like this. I'm pretty sure the player count would drop IMMENSELY if there would be a real competitor for this game.
So, this is why the devs can be lasy as hell. They know that they don't need to do much. They rather put new decals and other paid items into the game, instead of fixing stuff like the broken-as-hell matchmaking system.
We can just hope that there will be a different game from different developers some day.
