Or it's just not important enough to justify the time in their minds. The import bodies have their own, unique set of decals right? They're functionally different cars, that happen to share performance attributes. Psyonix's decal art style has clearly evolved over time, so perhaps the remaking the old, technically "dated" decals is just very low priority in the devs' minds.
Maybe that will change in the future, maybe not. I just think jumping straight to accusations of greed is stretching it, and happens far too often.

2) Yes, they could create an X-Devil Mk2 version of the skin and have the computer choose the appropriate version for the car. However, they've got to make 15 items per crate at a rate of roughly 1 per 2 months or less. Of course they're going to hold some things back.
