BTW it's impossible for me to find that OneFrameThreadLag line the guy is talking about in the first link. Weird. Update ?
Don't do it, this video is a bit outdated by now (he even mentions the OneFrameThreadLag thing is obsolete in a later video).
Just use these settings:

Disable F/G/V-Sync in your GPU settings as well (for RL. For other, non-competitive games, it can be fine).

When you say you "drop a few packets", are you sure thats the issue? you said yourself, sometimes you don't see the indicator.
When you do see the indicator, I assume something is up with your connection if you're getting it with many servers.
Are you using an Ethernet cable connection or WIFI? Does anyone else sometimes uses the same connection? Did you try to check connection stability (you could try ping test for a minute, when the problem occurs, and see whether you get packet loss. Also try to do a speed test and see if the connectivity meter flactuates or if its stable). Have you tried on a different connection (easier to try if you're playing on a laptop of course)? Have you tried on a different PC? etc etc
When you DONT see the indicator, perhaps you're getting FPS drops? Have steam FPS counter enabled to make sure you dont.
