I set mine up based off this guide. My potato computer (10 years old, 128 MB VRAM) can get a stable 25-30fps on most maps no problem. It's not the greatest, but it works for me.

$750 is enough to build a decent PC. Mine cost about $1000 when I built it 2 years ago, but if I bought everything again, it would cost about half.

I'm assuming you're on a laptop? Because if you're on a desktop, you can just buy a decent graphics card for $100 or less.

my pc is too potat for a graphics card the proccessor would bottlecap it to be same as onboard im saving for a new desktop somethign that i wont need to upgrade for a few years
