(The North) Adding troops to a depot makes raiding that depot impossible [bug]

The Fluvial Guard will cheerfully add troops to any despots connected to its river, but then those troops makes it impossible to raid that very same depot.

As gold depots in paticular needs to be on a river to give their benefits, that ends up being a funny, albeit not very cost-efficient way of getting troops.

This has been reported multiple times man and it's intentional with the dev already stating the why. Search before post.

The only valid critique, and I would agree here, is it should say that somewhere because this comes up all the time hence it's not intuitive.
