How do you get the elite card vantage point to show up?

Basically title. I have not seen the enemy show up with this yet. I thought this would require plains + mountains while going through endless mode, but I've yet to encounter it. Does this require some other conditions, like you having a building or tech to make fields (so having just plains + mountains is not sufficient) or something? Or am I just insanely unlucky?

Nevermind... I immediately encounter this 2 rounds later. As long as you have plains + mountains and you are in endless mode, you'll see it. You do not need the ability to make fields yourself.
