Rust Wont Finish Downloading

Would anyone be able to help and tell me how to fix this problem rust downloads to 100% but then says missing executable its just missing 1 file which is the game file so that i can run the game but it just constantly says download paused here is the list of things I have tried to do
1. Cleared Download Cache
2. Repaired steam folders
3. Uninstalled antivirus
4. Reinstalled several times
5. Ran steam as administrator
6. Reopened steam several times
7. Allowed rust access through firewall
I have done all this but the game just wont finish downloading the last file, another note is that I started having this problem since the new train yard update this have never happened before

same thing so me. but it says that my file may contain viruses or unwanted things

Fixed this by uninstalling all antivirus i had 2 installed and only tried removing 1 once I removed 2 the game opened fine

Try verifying your game files

I uninstalled the last antivirus that was downloaded to my PC, now it works... hope that helps.
