So I tried starting a new game world after the 7.10 patch, and in the new game window, it keeps saying "Game already exists", even after I give it a new name. Is this a common problem or am I unique?

Once I get into the game and my actor does his arm animation about half way through the game freezes and a warning pops up forcing me to close the game. The output log: Initialize engine version

It is always False Positives.

Extremely common when a game is in development, and also very common just on games in general because of how they work. Especially when you have security software that
is well known for being overzealous and creating a lot of false positives as a result.

200 hours here. You'll find that people with 100's of hours is common in this game.

it may be that certain POIs have been changed to only or more commonly spawn in certain biomes. like the shamway factory being more common in the wasteland.
I haven't seen the factory since the
newest update either but it clearly seems to still be in game

This is common in games. Especially games still in early development. It's why you are advised to exclude the client fully from security software. This is covered in depth in the Pinned thread.
