I need help finding a game from about 15 years ago. I don't remember the name.
There was a game on floppy disk (that right there tells you I need the most hardcore gamers ever to help me) that was a sort of city builder. Very similar to others, but this one was my all time favorite.

The view was from above. You had a mostly black screen. It's like you were standing in a spotlight. As you walked around, the area was lit up like you were erasing the blackness by walking around.

You had to cut trees and bust rocks and build just like all the others. People would would be added to your little community as you build more living space.

To be specific to this game, there were attacks. You could build these ballistas that were on wheels and would patrol the area where you sat them down.

You could go all the way up to building an oil rig out on the water and having ships go out and get oil and bring it back.

This game was awesome, and I really miss playing it. I can't remember for the life of me what it was called.

Can anyone help?

I was going to say age of empires (2 is the best one by far), but the oil rig part doesn’t quite fit in

I am going to look and see if that was it. I remember there was oil out in the water. You would see a dark cloud in the water, and it was obvious that there was oil there.

Do you recall any distinguishing features? Like maybe a unique race for a faction? Part of my brain was thinking maybe the original warcraft but I'm not sure if that was on floppy, but it does have fog of war, military units like ballista, ships, and oil platforms...I just also assume the grumbling green men would have stood out alongside all that and it's more like an RTS conquest game with city building elements than it is an outright city builder.

I think it was Age of Empires actually. I was watching some videos and it looks wildly familiar. I'm not seeing oil, which is strange. I remember oil. It also seems like all the gameplay I'm watching, you start with horses and structures already built, I think I remember starting with nothing.
15 years ago? ON FLOPPY DISK!?? You got to be kidding.... games on floppy disk died out in the mid 90's, lol. I find it hard to believe people still enjoy some of that old time game's....but, you see em still being made today......like wth?! lol I retired them old school games about the time Playstation came out. So....yeah...too far back for me ol' brain to think of. Sim City is about only city building game can remember that far back. There was also A-train but, that was PS game.....don't think it was available on floppy but could of been I guess.

I played it probably 15 years ago. That's what I should've said. This game would have been pre-windows 2000 or XP. Probably Windows 95.
Definitely Win95 era....or possibly Win 3.1 even.....so about 25 yrs old...ish. Not sure how far back that Age of Empires goes.....or Cid Meir's Civilizations even.... but, there was another game called populous....It just doesn't seem like it fits your description though...idk.
Most probably ones I can think of are Age of Empires or Sid Meyers Civilization. Might be Sim City too.

You would be surprised brother. Original XCOM still is played by millions, and Freelancer is STILL one of the best space games ever. I could go on and on. In fact I got tired of asking for a hard career mode for Wreckfest and just recently made Ratbags Dirt track racing work on my PC.

This is where GoG is a godsend. I still play old games (back when gameplay ruled above graphics and achievements) but instead of installing something from my still extensive CDROM library, I find it on GoG and download a version that works on modern systems for $3-$5.
Yeah, I can't knock all them old game's. Some are really good and worth playing despite their very aged graphics. For instance, I still love the old 'Wizardry' game's. Been playing Wiz8 in fact. Didn't realize I had missed that one back in the day....last one played being Wiz7. So, that was cool.....picking up a fav I hadn't played yet.
Game he's looking for is Empire Earth.
