The publisher of the existing console version officially released the game and then went bankrupt, and both the Sony and Microsoft console store policies prohibit updates to games that would invalidate existing save files. Problem is, Every single major version between where the existing console version is and where the PC version is breaks save compatibility- Console is roughly at an equivalent of Alpha 15 with some Alpha 16 features, and PC is at Alpha 20 about to go on Alpha 21.
So it's just not possible to update the existing console version to the standard of the PC version. Rerelease is the only real option to get a console version in line with the PC version.
As to when it will come, there isn't a hard timeline. But the devs have stated they would like to get the console rerelease done in tandem with releasing A22 in the future.
