Input lag on PS4/PS5

As the title says I have input lag on consoles, nothing I do fixes it and due to sony's policy I can't refund it because I downloaded it to play and it immediately had input delay...

Not that you can probably do anything about it, but does it seem to be from low FPS (under 30fps lagging, or lag spikes) or is it really delayed even with higher FPS?

Do other PS4/5 games that are input-lag sensitive respond somewhat slow where it might help if your TV has a faster input (like HDMI#4 or #1) and a GameMode or at least disabling "smoothFrames" or whatever your particular TV calls FrameExtrapolation?
AKA, can lowering the TV's input-lag help, maybe?

It's 100% the game. Controllers have input lag for me on PC as well and I have an RTX 3080 and an i7-9700F (Which I will be replacing in June)
