I'm level 43, have 150k Dukes on me, 47 faction with Joel, but he doesn't offer either the Survivalist nor the Security master books to me. Am i missing something? Do I need to have all the lower-tier skills in each (Survival and Security) totally filled in before he offers them to me?

No, you only need the cash on your person. You should have only needed 30 faction with Joel... we're not talking White River faction.. but personal faction with the trader named Joel. Could be multiple Joels and be okay. I'm not sure if you also need to be level 40, though. Check with the guys on the Darkness Falls Discord and see if it's a known issue.

Just a tip, if you have access to the wasteland (radiation protection) and can find the trader there, she sells the books much cheaper then getting the training from the other traders. The fifth tier find trader quest will send you to her, I don't remember the faction rep you need to get that quest but I think it's around fifty or so.

It's also worth noting that you could craft the Mastery Books yourself for 600 Skill Notes (2-3 bookstores or A18-Factories worth). I've also managed to find them in the loot bags of Behemoth, and even in one of the Sci Fi lockers (not saying either of these are efficient, just possible).

That aside, having more than $100k, being level 43, and having 47 Joel Faction sounds like it should work. I haven't personally tried this method, but since 50 Faction is a milestone in other ways, it's worth doing another 3 missions just to see if it makes a difference. Worst case you get sent to Caitlen.
