the only mod i've used is to bring back glass jars that go missing.

I could be wrong but...
Seems like it wouldn't be all that difficult to make a mod based on weather.
There is a weather conditions action in the game code. So a mod that checks which state the weather conditions are in could then apply a fill up affect for some containers when it's raining / stormy. Ofc, that part would require some creative thinking I guess.
Right, I'm aware of the weather probabilities, and no doubt someone could code the game to tie that to filling some kind of container. Similar to the player's "wet-o-meter," the longer it rains the more the container would fill up. That's why I said it would require some coding. I only work in the xml, and I'm not aware of any way to make that happen with simple mods. I think it would be cool if somebody did it, though.
That's a lot of good ideas! And it covers collection methods I hadn't considered. Is that just personal code tweaking, or have you turned it into a mod?
It's a personal mod that I use in my games. I haven't put it out on any of the mod sites.
