Report a translation problem
Have you tried equipping the pitchfork and right-clicking on the animal pen? Just a guess, but it's how some things work in some mods.
Another vague suggestion - have the feed in your hand and the pitchfork in your inventory and right-click on the pen.
I was going to farm sheep to make wool and then woven material, but I couldn't find a sheep to buy and I found more than enough woven material while scavenging. So animal farming was irrelevant in my playthrough.
First I used the free machine translation to find out what 'pitchfork' is in German. 'gabel', apparently. Then I searched the German language forum for 'gabel'. 1 hit. Here's the free machine translation to English of the relevant post:

At some point, when my work schedule allows me the time, I'll go back into the game, buy a couple of animals, make a couple of pens and see if I can get it to work. Unless you beat me to it and tell me how to get it to work. Because now I'm curious about it.
It might be a translation issue. You've probably noticed some flaws in the translation to English. I think that German uses compound words for pitchforks used for different purposes, e.g. 'mistgabel' is a pitchfork used for moving manure whereas 'heugabel' is a pitchfork used for moving hay. But English doesn't use compound words for pitchforks used for different purposes, so all of them would translate to 'pitchfork' in English.
