That said, I don't think there is a mod these days for just one huge city as you are asking for, though personally I'd love to try a RWG that is just one big city with lots of zeds/hordes.

If you are talking at least one/your favorite biome having a pretty giant city, then yes, and you'd get something like this:

You'd have to alter the rwgmixer.xml or use a mod that alters it, to allow such to occur. That's about as good as you're going to get vanilla rwg-generator, however.
The map editor most people use these days I think is called Teragon. I have never used it. It's supposedly more complex to use than old 3rd party editors in terms of scripting or something or other, all kinds of video tutorials on it, but I think you could create a single edge to edge type map with it.
