Limiting or Removing Fog
Ideally, I would like to adjust a biome's fog to very rare (like maybe 5% of the time) or if that's not possible to disengage it entirely. The burnt biome for example is always foggy flying overhead. Would be nice to make this happen less frequently as I said, or to remove it altogether if that's not possible.

Snow biome has blizzards with limited visibility however in my current game I get them very very often (not sure if that's intended or not or I just have bad RNG). Wasteland biome could have some higher chance for fog but most of the time I just want to see everything clearly and enjoy the visuals more of the time, mostly just for when flying over these places.

I haven't figured out how to get weather to work in the xml, but when I fly, sometimes I will use the weather command in the console to adjust fog. Removing it entirely actually doesn't look good in the wasteland or burned biome, they need a bit of haziness. I'll use something like

weather fog 0.15

The fog value ranges from 0 to 1.

No, that's perfect. A little haze is fine there and this command did the trick for me. Would be better to set it for the entire game though and adjust the snow biome weather. And something that fixes the gyrocopter taxi controls.

A quick and dirty workaround is press F1 and type
gfx pp fog
This will disable all fog until you close/restart the game or use the F1 menu to type
gfx pp fog 1

The above mentioned
weather fog (0.0-1.0)
is a much better-looking option though. Doesn't this set it for the entire game like you asked for?
