If your main complaint is re: mining or fighting - I'm not sure. Every tool/weapon etc. has a stamina cost attached to it, and using that avenue, you'd have to alter every single one to use zero stamina.
In the entityclasses.xml among all the "Player" entries/lines. I think there's one to increase the max base stamina you start with - you'd still use it, but could have a lot more of it before running low.
At higher levels maxed out miner69er/cardio and other such you'll hardly notice running out of stamina anyway. If you're super sandbox oriented, just change the number of skill points per level you get until you have such skills maxed out first/early, then put it back down to default if you wish. -- progression.xml, the line re: skill pts per level is right at the top
Play around with the buff.xml settings and find out what you like and what you don't.
