As for texture packs? No, since all the artwork is custom and not just overlaid like an additional filter. The game is as HD as it's going to get ( for now ) and to go any higher would wreck all but the most steroid jacked gaming rigs.

I have not tried it myself since I am still new to the game but being a PC gamer, the modding scene was my first thing to look into. I settled on using the SMX UI mod as at least it makes all the UIs and HUDs feel like a modern game and have a nice polished look overall plus it works fine with the EAC protection. You just will not see it unless the server host is also running it but I got my friend to install it as he had just migrated from the console version and is hosting the game with another friend and they both really liked the upgrade overall to the UIs so you might want to at least check them out for yourself.
