Though after I took out the anti-cheat the game just keeps giving me a pop up saying "file not found" for anti-cheat. Any help?
You don't "take out" (sounds like you're deleting anti cheat aka EAC), you simply untick (via the launcher) "Use EasyAntiCheat (EAC), as such for manual install: https://i.imgur.com/7b8kQtx.png

Well, I guess I missed the part where it was only there for a day. Was that version never released then?
I use Khaine's lockable slots in vanilla, which actually just un-comments code already in the vanilla xml. I see that code is still in your windows.xml, also commented out, but un-commenting doesn't do anything that I could see. I suppose I have to wait then.
In Undead Legacy you just have to hover over a slot and press L to lock the slot, regardless of its position in the inventory AND it will remember what slots are locked whenever you reload a save or rejoin a server. Because of that it is vastly different from vanilla system, that Khaine uncommented, and I think it's a more intuitive and better system, since you are not restricted from top to bottom.
To make it work the way it does so that it remembers what is locked and what is not is that it saves that information on your character, which is why it doesn't work on vehicles and containers.
Reason why I believe it could work for vehicles is that essentially vehicle is also an entity and potentially a similar code could be written to handle remembering what is locked slot and what isn't, which means, if you open vehicle storage and lock some slots, then close it, it would remember what's locked and if another player or you would reopen it, it would apply the lock to those slots.
Why it was removed in 2.2.49 from cars/containers is simple, there was no code, that made the game remember what slots were locked and what weren't, so whenever reopening those things, all slots would be unlocked.
As for regular containers (blocks, that have storage), they are not entities and similar code would not work. There are potential options, but all of them would mess everyone's saves and would brick any save you would try to load and that's something I don't want people to experience while working on updates.

In vanilla I could use cm and console commands to replicate my character and stuff on a new map. Is this possible in UL?
Or, is it possible to transplant my character with all skills and knowledge by copying the .ttp files to a new map? I've never tried it but this is supposed to work in vanilla, but vanilla no longer has all those skills.
