Report a translation problem
since there are different rage speeds for different zeds there is no universal value that will apply to all of them or so that's how i read it.
edit.. haven't tried it so if you do, back up your xml before you change anything
i would try it on one zed type then spawn that zed and see if it rages when attacked
if you set the MoveSpeedAggro to the same as MoveSpeed it should (in theory) prevent them from raging
