Yet it is.
First off, those two mods would not work together as-is. 7DTD is a not a game where you can just add multiple mods and have them all automatically combine and work together. Both of those mods edit the items.xml. As such the last one you add to your game will always overwrite the other.
Fortunately both mods are actually really simple in design and would be easy to manually combine or mod yourself in your own files. If you want help with this feel free to ask and I'll point out what you need to do. Its just change a few lines of code in the items.xml, really. Simple, though perhaps al ittle time consuming.
Secondly these items.xml were build for different builds of 7DTD. That could cause issues, though honestly I dont think items.xml has changed much since A15 to now, so it should be alright. Just something to keep in mind.
Third none of these changes should have any impact whatsoever on your game's loading time whatsoever.
