Check the magazine tab, not the skill description, to see which skills boost magazine drop chance. The vehicle magazines in the magazine tab of your skills tab specify that the vehicle skill in the intelligence tab is what governs drop chance.
EVERY magazine has one or more related skills that determine drop chance (harvesting tools are governed by miner69er, armor magazines are giverned by both light AND heavy armor skills, just as an example).
With 1 point in a skill, you will see a slight increase in drop chance for magazines governed by that skill...enough to maybe eventually get you useful crafting abilities (likely not before you can get similar or better stuff from trader quests, but that's a different issue). More points = more chance. Keeping a skill at or near as high as it can go will give you a noticeable increase in those books. Case in point, my most recent game's I had 3 or 4 points in knives and bows for most of my time, and had 5 points in advanced engineering very early. I never put points into clubs. Despite the fact that NOW both bows and knives are at 5, I just hit 75 in workstations, I have 50-55 in both bows and knives, and i have 10 in clubs. clubs is lagging behind because it never had any points, workstations is ahead of bows and knives, even though they're both at 5/5 because i had more points in workstations' governing skill for longer.
You will get magazines for categories in which the governing skills have no points, but it will be rare and slow.
I seemed to find some skill books that I hadn't put skill points into, just as fast as the ones that did have skill points in.
I think the vehicle adventure books can be found in some vehicles. Also loot bookstores weekly. They are a good source of books and should restock on a weekly bases. Also go for mailboxes and the magazine stands in some towns.
Lockpicking only increases Forge Ahead so I stick with lockpicking until late endgame where I do I lot of crafting and whatnot. Then all those buffs from Engineering help a bit.
