Maybe you can set it to 0% inside the *.ini files... Not sure
It took me awhile to finally realize what "block damage" meant in the settings. I didn't understand it until A22. Initially, I thought it meant blocking incoming damage from an opponent to the target. Eg: NPC VS PC and vice versa. Alas, I facepalmed myself and realized it literally meant building block damage from NPCs and PCs.
As PinkPanther mentioned, when you start a game, there are settings you can adjust for block damage. If you run a dedicated server, even for solo play, you can set these even further. I make mine 1% zombie block damage on normal days and 5% block damage on blood moon days on my vanilla dedicated server.
