You could mess with the .xml files for this, but you'll run into performance issues quickly.
I have noticed that in v1.2 there are many more Zombies wandering around without Hordes.
This may just be due to my higher game stage, but I used to see hardly any all day/biomes.
Now, it seems they are everywhere (Nearly every other chunk or so).
There is a lot more wildlife spawning around as well.
I like it, but constantly leaving my vehicle to "say hi" makes trips take a lot longer.
If you really want some fun, try to purposefully summon 1 (or more) Screamer Hordes.
Ignore the Screamers, so they constantly summon more Screamers...
BTW: You'll probably want to be near (or already in) your Horde Base, but you do you.
You will definitely notice a difference in the attention you get
