Friend cant pick up items he puts down?
When ever my friend places something like an electric fence, he doesnt have the option to hold E and pick them up but i do. Is there a command to change that?

You can only pick up things that are inside your own personal land claim area- Likely you two are living inside of Your land claim area, so he can't pick up anything he places within that area.

I believe if you becomes Allies then your friend should be able to move them himself. at least thats how its been in earlier builds. Hope this helps! :steamhappy:
