In A19 taking enough better barter to unlock the level 3 secret stashes, and making sure you visit all the traders every restock, was probably the best strategy. That's probably still the best approach in A20.
Unless you go massively into Int you can always get games where it seems like a crucible just won't appear. Salvaging every streetlight and broken vending machine you come across, plus optionally some points in salvage operations, is the solution. You can get a significant steel income that way so not having a crucible isn't that painful.
Buying steel is always an option too. It's a bit painful but it works in a pinch.
Better Barter 3 is a sure way..
The longest it took me to loot a crucible on A19 was 78 days.
of course that requires finding the schematic or perk into it.
that being said tool shops are your best bet for trying to get one before the trader charges you up the rear for it.
Now I'm just take the simple items with admin console when I think I should already have/know them.
