Default of 4x durability means that it basically increases the hp of the blocks by 400%. So a 1000hp block will be like it has 4000hp. If you change it to 2 then that will of course decrease it because then it would be 2x instead of 4x. So that makes your 1000hp block 2000hp.
So, it's a multiplier for the strength / durability of your claimed area. The 'default' setting is to make the blocks 4x stronger (more durable) when you are in the mode according to the description--offline or online. If you change that to 2, that's telling the game that your claim is only 2x the durability when either offline or online versus other players and / or Z's. This is assuming you are playing on a multi-player server ofc. In SP game, it is irrelevant since Z's can't actually spawn and destroy your base if you are not actively playing the game. So, my recommendation would be (on a MP server) to have the block durability as high as possible for when a player is 'offline' but, NOT setting it to infinite... unless it's not going to be a problem for the Server admin to go around removing bases of people who quit playing on that server. But, at max durability (not infinite) people could still destroy abandoned bases.
While players are 'online' is a different story... that should just be whatever the admin feels is appropriate. You want players to have super strong bases or just the basic default durability of blocks? High numbers vs low numbers.
