Does tier 5 stone do more damage than tier 1 iron?. I'm using sledge hammer if that matters.

If I'm remembering correctly they reworked the progression a while ago so that the next weapon up would consistently be better. So tier 1 iron should do more damage than tier 5/6 stone.
pure damage output yes, iron 1 is better as stone 6. But stamina management is as important and that often favours higher quality low tier tools.
That's very depending on the points you put into the perk of your tool/weapon.
The more points you put into the right perk the less important is stamina management.
Another issue is, both iron and steel sledge are slower then stone, 50 attacks per min vs 36 per min for both iron and steel.

Yeah. I would argue that the stone sledge is actually better than the iron sledge, partly depending on the speed perks and the level of each weapon. That speed difference is huge and I don't think it should be.
Tier 1 of a higher tier is better as far as stats go. Primitive tier to iron tier does increase stamina usage, but also requires repair kits rather than basic materials for repairs. It might be worth keeping your primitive stuff for a bit depending on your ability to burn repair kits. When you bump up to the next tier, level 1 items get one less mod slot, so it might be worth keeping something like a tier 5/6 AK over a tier 1 tactical rifle if you want those mod slots.

I can't comment on sledges though as I don't use them. Never really saw any value in them.
