Do steel tool parts drop?

I'm lvl 52 and on tier 3 missions.
I can currently make motor tool parts and I've yet to have a single steel tool part drop in a mission, I managed to buy 3 from a trader once, but that's it so far.
I've had more motor tool parts drop then steel.

Is there something up with the drop rate or do I need to do higher tier missions.

Yes. They aren't exactly common. But by the time I was lvl 40-50ish doing tier 3 trader missions I had enough steel tool parts to make a steel shovel and steel pick, That was without scrapping any found tools. If you are desperate and rich you can buy the low quality steel tools from the trader and scrap them.

Come to think of it, I was doing looting runs into the wasteland by then. So if you are still in forest, the low loot bonus of the forest may be the reason you haven't found many. But I'm not sure about that. I'm not sure if I found my parts in forest or wasteland.
